Ghana agrees public-sector pay rises for 2027 and 2028

Workers on the Single Spine Salary Structure are covered by a two-year deal. The 2027 settlement separates an 8% base-pay rise from a conditions-of-service allocation.

Ghana’s government and organised labour have agreed an 8% increase in base pay for 2027 and a 10% increase for 2028 for public-sector workers on the Single Spine Salary Structure. Ghana News Agency reported the agreement on October 28, citing a statement from the Fair Wages and Salaries Commission. The settlement sets out pay adjustments across two years instead of one.

The distinction between base pay and total remuneration matters. For 2027, the agreement combines the 8% base-pay increase with an additional one percentage point for conditions of service, described as a 9% overall remuneration increase. The 2028 rise applies to the base pay in force on December 31, 2027. Workers should therefore avoid treating the headline figures as interchangeable measures of their salary.

A two-year agreement

MyJoyOnline’s report of the signing identifies the government’s representative as commission chief executive George Smith-Graham and organised labour’s signatory as Trades Union Congress secretary-general Joshua Ansah. Finance Minister Cassiel Ato Forson and Ghana National Association of Teachers general secretary Thomas Musah witnessed the agreement. The framework runs from January 1, 2027, through December 31, 2028, giving payroll planning a defined period.

At the ceremony, Forson said the arrangement was intended to give families more certainty and help the government manage public spending. Ansah acknowledged that workers continued to face pressures in meeting everyday needs, according to MyJoyOnline. These are the parties’ assessments of the settlement. Whether a household feels better off will also depend on its own expenses and the purchasing power of the resulting pay.

GNA also reports an agreement to review allowances, consult labour quarterly on reforms and reconsider the 2028 adjustment if the stated inflation trigger is reached. The commission will retain its lawful responsibilities until any transfer to the proposed Independent Public Emoluments Commission takes effect. The pay announcement should not be read as confirmation that this institutional transfer has already happened.

What workers can check

Our practical guidance is to keep the base salary, allowances and deductions separate when checking the eventual payroll notice. Ask the payroll office or union how the conditions-of-service element will appear, which existing payments it affects and when the new figures should first show on a payslip. A headline percentage alone is not enough to establish an individual worker’s take-home amount.

Keep a recent payslip as a comparison and use the employer’s written implementation notice to check the first payment under the deal. This is particularly useful where a worker’s grade, role or allowances have changed. The agreement supplies a timetable and headline adjustments; the next useful information for employees will be the instructions explaining how those terms are applied to their own payroll.
